Individualized work programs for functionaries

The managers of public institutions will be able to introduce individualized work programs, with flexible regime, with the written consent of the public functionary. The programs will have to respect the 40-hour length of the working week. Such amendments to the Law on the Status of Public Functionary were approved by the Parliament’s commission on public administration, regional development, environment and climate change on December 14, IPN reports.

If the authority or a public post is liquidated and the personnel are cut, the public functionaries who cannot be transferred to other posts will be dismissed. The functionaries with a length of service of two to seven years will get a lump-sum allowance equal to two average monthly salaries. Those with a length of service of seven to 15 years will receive an allowance equal to four average monthly salaries, while those with a length of 15 years and more – equal to six average monthly salaries. Lump-sum allowances will not be paid to public functionaries with a length of service of less than two years or to those who receive seniority pension.

The same bill institutes a probation period of six months for beginner public functionaries, as against three months now. The commission also endorsed amendments concerning the employment of public servants who reached the retirement age. These will be able to work for a period of at most five years.
