Joint Integrated Local Development Program experts present strategic view on decentralization reform

Experts of the Joint Integrated Local Development Program Friday presented the strategic view and institutional framework of the decentralization reform and bills on the status of the municipally of Chisinau to municipal councilors and servants, Info-Prim Neo reports. According to expert Mihai Roscovan, decentralization is extremely necessary in Moldova as it a feature of goods governance and will contribute to the implementation of public policies according to the expectations of the citizens, to the setting of the local and regional development priorities. Mihai Roscovan said decentralization is a direct way from inefficient governance to economic stability, from insensibility to the people’s needs, from inequality between persons and local administrations to efficiency, transparency and responsibility. . The expert said local autonomy means own local incomes, grants for investments, financing by transparent rules and objective criteria. The first step in the decentralization process is setting the responsibilities, functions and costs for the local public administration. According to Mihai Roscovan, after the decentralization strategy is implemented, Moldova will have democratic and autonomous local administration with capacities and resources to provide public services according to the necessities and needs of the beneficiaries, in conditions of efficiency, and financial discipline. The decentralization strategy will be implemented in several stages: institutionalization of the process, identification and formation of conceptual problems, public consultations and implementation, modernization of the public administration. There were created five governmental working groups consisting of 13-15 representatives of the local public administrations, two groups of the State Chancellery and by a group of the Ministry of Finance and the Ministry of Economy. They held a number of meetings to identify the methods of carrying out the decentralization reform. The groups can be extended while the project will be implemented. Launched in 2007, the Join UNDP-UNIFEM Integrated Local Development Program aims to strengthen legal and regulatory frameworks and streamline local administrative procedures and systems. There is an emphasis on developing and implementing a framework for the effective delegation of authority to the local public authorities, fiscal decentralization to deliver essential services, and the promotion of a greater role for women in decision-making bodies. The Swedish International Development Cooperation Agency made a substantial contribution to the program.
