Justice Ministry seeks cancellation of guarantees without financial backing
The Government proposes canceling the social grantees that do not have financial backing and cause disequilibrium in the society, Minister of Justice Alexandru Tanase said. He told the reporters that this applies to the law on the police, the status of judge and officer of the information and security service and other laws that oblige the local and central authorities to provide dwellings to the given groups of people, Info-Prim Neo reports.
All the people in Moldova have the right to dwelling and other rights that are equal for everyone, the minister said. On the other hand, owing to the lack of financial backing for these guarantees many persons remained without dwellings and complained about this to the European Court of Human Rights. “In the case of Olaru and others, the ECHR ordered that the state pay damages of 12 million euros,” Tanase exemplified.
He stressed that nobody questions these persons' right to receive dwellings, but there should be identified real methods for fulfilling these obligations. For example, there could be provided compensations for paying rental. “There are also other mechanisms that we will present to the Parliament,” the minister said.
Alexandru Tanase stressed that it should be clarified who must benefit from such guarantees. There are cases when a person holds one of these posts for five years, receives an apartment of 60,000 euros and then changes the job. Such cases should be also taken into account, the minister said.
