Legal case over misappropriation at Chisinau Airport

Officials of the State Civil Aviation Administration, the state-run company Chisinau International Airport and the Israeli company SBC Aviation Ltd are investigated for misappropriation of large amounts of public money, Info-Prim Neo reports, quoting the press service of the Prosecutor General's Office (PG). The offense was discovered by the PG in concert with the Center for Combating Corruption and Economic Crime during an inspection at the Chisinau International Airport. According to PG, on April 28, 2007, the State Civil Aviation Administration and the Chisinau International Airport contracted the Israeli company SBC Aviation Ltd - a daughter company of Supercom Ltd that supplied equipment for making passports to the Ministry of Information Development - to supply and install the security system without holding a tender contest. This operation created advantageous economic conditions for the supplier, but detrimental conditions for the state-owned company, as independent experts confirmed. Initially, the contract specified a term of 18 months and the sum of US$13.8 million, but then the term was extended to 10 years, while the sum was increased to US$30 million. The PG says the Israeli company was selected out of tender contest because the director of the State Civil Aviation Administration Valentin Vizant on April 3, 2005 abrogated a number of departmental documents which said that the goods, works and services are purchased by the state civil aviation companies by tender contest.
