Local bodies that will fight terrorism and will ensure security at the local level in case of terrorist attacks are to be set up in the country, based on the draft law on the prevention and combating of terrorism designed by the Security and Intelligence Service (SIS). The bill was recently registered in Parliament, IPN reports.
According to the informative note to the bill, the Republic of Moldova is among the countries that witnessed terrorist attacks for which the Islamic State assumed responsibility.
The local anti-terrorism council will include the head of the district council and local representatives of the SIS, the General Police Inspectorate and the Civil Protection and Emergencies Service.
Under the bill, if a message that incites to acts of terrorism or justifies such activities appears on a webpage, a blog, a forum or a social networking site, the SIS can order the providers of communications services to block access to this message on Moldova’s territory. If two or more messages that incite to acts of terrorism appear in an information system, the court can order blocking access to this resource on the country’s territory for a year or for good.
