Ministries leading and lagging behind by data openness

The e-Government Center’s rankings show that the Ministry of the Interior published most of the sets of data on its website. It is followed by the Ministry of Education, the Ministry of Information and Communication Technology, and the Ministry of Health. At the same time, the Ministry of Culture and the Ministry of Regional Development and Construction published no sets of data. Even if the ministries are obliged to publish information about the decision-making process, not all of them obey this rule. In September 2011, the e-Government Center launched its portal date.gov.md, where there are published all the 200 sets of open data, including about public costs. The Center’s PR and communication coordinator Ilona Spataru has told Info-Prim Neo that by an order made by Prime Minister Vlad Filat, the ministries and government institutions were obliged to monthly publish by three sets of data. “Some of the authorities are leading in this respect, while others are lagging behind. We work with everybody separately and explain the utility of opening the data. The officials in charge of data collection take part in seminars and internships so as to find out more about the international initiative Open Data. The portal includes a special division with indicators that show the performance of the authorities,” said Ilona Spataru. Some of the ministries update the information on their websites every day, while others sporadically. Stela Mocan, executive director of the e-Government Center, explained that this is because not all the ministries possess information in digital format. But this will be done through the agency of a group of young people on probation, who will become attaches of the ministries for opening the sets of data. “We will suggest making the use of such social networking sites as facebook, twitter and IGoogle in the communication between the civil servants and people obligatory. We cooperate with U.S. specialists in printing a guidebook on the use of social networking sites in the Government,” stated Stela Mocan. According to the former chairman of the National Participation Council Sorin Mereacre, the institutions should publish all the information about decision making and details about the draft decisions. “Steps should be taken to ensure the correct implementation of the Law on Transparency in Decision Making and the regulations concerning the putting of the law into practice, especially publishing information about all the draft decisions on the websites of the public authorities, by indicating the publication data, deadline, contact persons, proposals submitted by those interested and other required information. It is important to make public the plans regarding the drafting and monitoring of the implementation of public policies,” he stated. Recently, the Government approved regulations obliging the public authorities to create and adjust their official websites to the model worked out by the e-Government Center within six months. In parallel, the Special Telecommunications Center will ensure the creation of a technological platform for hosting the official websites of the authorities of the central public administration and for maintaining, developing and protecting them.
