The sanitary system of the Republic of Moldova will be reformed and this is the major goal of the current administration of the Ministry of Health, Minister of Health Mircea Buga said in the talk show “Pahomi” on Realitatea TV channel, IPN reports.

According to the official, the reform in healthcare will center especially on the creation of a functional hospital system, eradication of informal payments in medicine and appropriate remuneration of the medical personnel. “The people want to have hospitals in every settlement. But the hospitals that worked 30 years ago no longer exist. Now the hospitals must be outfitted with modern equipment, medicines and doctors with high qualifications. It is impossible to do this in every settlement. Many diseases do not necessitate hospital care and can be successfully treated on an ambulatory basis. Enormous costs are incurred in the case of unjustified hospitalization,” said the minister.

Mircea Buga also said that they are now working on a Health Code. “The activity of the sanitary system is now regulated by a law on health protection, which is 20 years old and is outdated. Besides, there are a number of laws and regulations in the sanitary system. The Health Code will include the provisions of these laws so that a common document exists in the sanitary sector,” he stated.

Mircea Buga noted that he is for keeping the health insurance system. “The people must understand that medicine necessitates costs. In other conditions, an ordinary citizen will never be able to benefit from a hepatic transplant, which costs 1 million lei. A vicious circle is created. The people do not want to pay health insurance because they are dissatisfied with the quality of the medical services, while the quality of the medical services cannot be ensured through lack of funds. Our goal is to break this circle,” he said.
