The National Agency for Energy Regulation (ANRE) established that the power supplier IS Moldelectrica in 2008-2011 made purchases of goods and services by not respecting the law, incurring thus unjustified costs of 156 million lei, IPN reports.
The analysis of the purchase contracts showed that the company, avoiding the possibility of buying goods and services directly from producers or their official representatives, used the services of intermediates, whose profit margins increased considerably the purchase costs. Most of these economic entities were interdependent, had common employees and decision makers, the same office addresses and storehouses, etc.
Instead of reequipping existing areas, the company constructed 54 new rooms for installing power boards, the costs for building a square meter amounting in some cases to 15,000 lei, while the total cost to 18 million lei.
The assets of IS “Moldelectrica” in 2010 were reassessed at 2.2 billion lei, up from 780 million lei earlier, while the exploitation term was reduced significantly and, as a result, the wear of fixed assets increased essentially – from 64 to 276 million lei. The ANRE accepted a wear level of only 109.7 million lei.
