Moldova celebrates 22 years of adoption of Constitution

The country’s fundamental law, the Constitution, must be reviewed periodically so that it meets the realities of time, while its text must be known by all the people. Such opinions were stated in the official ceremony held to celebrate the Constitution Day on July 29, IPN reports.

President Nicolae Timofti said the Constitution is a symbol of the sovereign state and embodies the national development of the people. He underlined the role and responsibility of the Constitutional Court, which guarantees the supremacy of the Constitution. He reminded that Moldova took an important step in 2014, when it signed the Association Agreement with the EU, and the Constitution should include an article about the European integration.

Head of Parliament Andrian Candu stated that during the two decades of the adoption of the Constitution, this act has been reviewed for several times and, even if the political class has the responsibility of avoiding constitutional crises, namely the Constitutional Court broke the vicious circle and restored the people’s right to choose the President.

Prime Minister Pavel Filip said the process of democratizing the Republic of Moldova started long before the adoption of the Constitution. The state aligned itself to the international standards on human rights through the Declaration of Independent of the Republic of Moldova of 1991. At the same time, by adopting the Constitution and creating the Constitutional Court, a decisive page was opened in the country’s history. “I must admit that in the context of the country’s modernization, the Constitutional Court’s role was and remains inestimable. We will yet realize the profoundness of this role,” he stated.

The president of the Superior Council of Magistracy Victor Micu also said that the Constitution must not be regarded as something constant and must be periodically reviewed. The Constitution is not a privilege of the state and belongs to every person, while democracy cannot function without common principles. It is important for the Constitution not to remain a simple text and should be known by each citizen and should be respected.

The president of the Constitutional Court Alexandru Tanase said the Constitution provides the whole set of norms needed for ensuring the independence of the state and for making the mechanisms functional. Democracy must be authentic because a simulated democracy is more dangerous than a totalitarian regime given that it destroys the people’s hopes. The Constitution of the Republic of Moldova must be a liaison that unites all the minorities that coexist in Moldova. Alexandru Tanase voiced hope that the state authorities will each year come out before the people with messages about the necessity of respecting the supreme law.

The Constitution of the Republic of Moldova was adopted on July 29, 1994 and took effect on August 27, 1994.
