Moldova makes modest progress in fighting corruption

Corruption remains the major problem of the Moldovan society, the results achieved in combating it being modest, while the measures to monitor the implementation of the anticorruption polices – inefficient. The topic was discussed at a conference themed “Monitoring of Anti-Corruption Policies in Moldova” that was held in Chisinau on November 4. The conference was organized by Transparency International (TI) Moldova, Info-Prim Neo reports. Lilia Carashchuk, executive director of TI Moldova, said that some of the anticorruption measures have been implemented inappropriately and did not contribute significantly to the reduction of corruption in Moldova. The multiple shortcomings in the legislation derive from the inefficient work of different public institutions, non-examination of the international norms and practices, existence of obstacles in the activity of the civil society, etc. Vitalie Verebceanu, deputy director of the Center for Combating Corruption and Economic Crime, said that some of the public institutions refuse to submit bills and decisions to the civil society for examination. Thus, there is a risk that the corruptible factors will not be removed from the legislation. The limited terms allowed for examination are another problem. Dumitru Purici, a representative of the Anticorruption Prosecutor's Office, said that the evolution of the corruption perceptions index is worrisome and this is due to the inappropriate and hasty implementation of the anticorruption policies. “The recommendations made by foreign experts are often not taken account of,” Purici said. Cornelia Abel, TI program coordinator for Southeastern Europe, recommended establishing a viable partnership between the government and the civil society. “The anticorruption policies should be monitored jointly by a coalition consisting of representatives of the government, donors, civil society and the mass media,” the foreign expert said. The conference participants adopted the Carter of Principles of Monitoring the Antocorruption Polices that includes the basic monitoring principles and requirements towards those engaged in the process.
