Moldova to borrow 20m lei to modernize government services

The Cabinet approved two financing agreements for implementing the Modernization of Government Services Project, with the World Bank Group’s International Development Association and the International Bank for Reconstruction and Development, and will submit these to Parliament for ratification, IPN reports.

Under the two agreements, Moldova will raise a loan of 10.9 million Special Drawing Rights (equivalent of US$ 15 million) from the IDA and a loan of US$ 5 million from the IBRD. The money will be used to implement the aforementioned project by June 30, 2023. The agreements were signed in Chisinau on November 28, 2017 and are valid for a 20-year period.

According to the authorities, Moldova made progress both in doing the public administration reform and in modernizing the public sector. To stimulate the activities to modernize the public services managed by the central public administration, the Government sought the World Bank’s assistance in transforming the public services qualitatively and quantitatively.

The development objective of the Modernization of Government Services Project for Moldova is to improve access, efficiency and quality of delivery of selected government administrative services. It is estimated that the project will help reduce the time needed to provide a set of minimum 21 public services by 25% on average.
