Moldova will start to implement the electronic monitoring of prisoners in 2015. The Ministry of Justice gave a presentation on the equipment needed for the purpose, which is produced by an American company, Info-Prim Neo reports.
Vladimir Popa, head of the General Probation Office, said that the electronic monitoring of the convicts is stipulated in the justice sector reform strategy. A pilot project will be implemented in 2013-2014, while the monitoring itself will start to be used in 2015.
The electronic monitoring will be also used in the case of persons released before the expiration of their jail term. The condition is that these persons should accept to wear a bracelet or another electronic device that transmits the coordinates of their whereabouts to probation officers. This method can be also applied for persons put on probation or who are banned from leaving a place or the country.
Dima Linshitz, engineer of the American company that manufactures the equipment, said the prisoners will be able to choose between two types of devices that work in a similar way. The software can delimit the area through which the convict can move. The bracelets that are worn on the wrist or on the leg can work with a battery for almost three years. They are resistant to water and weigh only 40 grams. If the convicts lose or damage it intentionally, they will pay a fine.
The equipment for one person costs €5-7. Today the state spends 120 lei (about €7) daily for keeping a person in jail.
More than 6,000 detainees are serving time in Moldova’s penitentiaries.
