The Moldovans from the diaspora who will return home and settle in the country will be able to benefit from the “First Home Plus” program. Moreover, the recently adopted law does not exclude the fact that the first-degree relatives of the “First Home” beneficiary can be settled (and have income) in the diaspora as long as the beneficiary uses the property to live in it. MP Radu Marian came with clarifications in this regard following reports that the diaspora will not have access to the “First Home Plus” program now that this amendment was passed, IPN reports.

The MP noted that since the “First Home” program was launched, there has been a mandatory provision saying that the beneficiaries must be employed in the Republic of Moldova or have income in the Republic of Moldova. In the version of the draft law that came to Parliament from the Government, this obligation was also stipulated.

“We did not modify this aspect – we did not “remove” or “add” the diaspora. Through my amendment, I introduced a provision into the law and reiterated what is in force so far. The Government decision to implement the “First Home” has always contained the obligation that the housing purchased through this program must be used only for their own use, that is to live in it and not to lease it out or not to keep it empty as a means of investment,” said Radu Marian.

According to him, this is absolutely logical. “We do not want to encourage ghost homes at all, especially in the context of the strong increase in real estate prices in recent years,” noted the MP.

At the last sitting of the last session, Parliament gave a final reading and adopted a draft law that eliminates a series of barriers to financing for the purchase of housing through the “First Home” state program. People who do not have the status of employee, but have official income obtained in the Republic of Moldova, such as freelancers, lawyers, bailiffs, taxi drivers or artists, can also apply for the program.
