Municipality to compensate only 40% of heating bills of the vulnerable
After long debates on the Regulation on paying nominal compensations for heating, the Chisinau Council adopted a number of modifications to it. So, the City Adminiostration will compensate for only 40% of the expenses to heat dwellings of the families whose incomes is below the subsistence level (some 1,300 lei), Info-Prim Neo reports.
11 categories will enjoy compensations granted by the Government, and also the families with incomes below the subsistence minimum monthly approved by the Statistics Bureau.
The applicants shall lodge and application and an income declaration, arguing the need to get the assistance. The files shall be submitted to housing directions in sectors, not to district offices as previously set out.
The files will be accepted during the whole heating period to avoid overcrowding. First the ones thinking they are entitled to get the compensation shall pay 60% of thje heat bill, and if their files are rejected, they will pay the rest of the money later.
The people not heating their houses with natural gas or by the centralized system, will get 500 lei to buy wood and coal.
According to general mayor Dorin Chirtoaca, the Statistics show that 60% of the Chisinau inhabitants are entitled to get compensations, as some 270 million lei are necessary in this respect, not 1.180 billion as was initially decided. The modified Regulation is to enter forfce on November 1.
The money is to be allocated from the 2009 budget of Chisinau municipality (some 78 million lei, e.n.) and from privatization and sales of public lands.
