National Commission on Climate Change to be set up

Parliament adopted measures to reduce greenhouse gas emissions. A National Commission on Climate Change will be established at Government level, as an interinstitutional body, with the tasks of coordinating and approving policies on climate change, IPN reports.

The National Commission on Climate Change will also be responsible for public capital investment projects related to climate change mitigation and adaptation, as well as disaster risk management.

The document was drafted by the Ministry of Environment and aims to reduce greenhouse gas (GHG) emissions in order to protect human health, stabilize GHG concentrations in the atmosphere, strengthen resilience and reduce society’s vulnerability to climate change. The draft also provides for the harmonization of the national legislation with that of the European Union, transposing, in whole or in part, a number of European regulations in this field.

Other provisions of the bill refer to monitoring, reporting and verification (MRV) of greenhouse gas emissions. The MRV system for aviation gas emissions as well as the monitoring, reporting and verification of greenhouse gas emissions from stationary installations and activities in aviation and maritime transport are also introduced.
