National Integrity Commission reacts to ADEPT’s statements

The National Integrity Commission works in accordance with legislation and the problems to which the Association for Participatory Democracy (ADEPT) made reference in a news conference on July 18 are related only to time and technical aspects, IPN reports.

In a press release, the Commission says the publication of income and property statements on the website represents a technical aspect that ultimately depends on the sustainable procedures for organizing and holding the tender contest. Thus, the selection of an operator for digitizing statements generated two difficult situations - the lack of budget resources and the amendment of the national legislation on public procurement, which was already done.

As to the quality of the process of examining the statements by the given operator and their publication on the website of the National Integrity Commission, these are also technical aspects. In particular situations, this depends on how legible the information (name, surname) is written in the statement as the name or other data contained in the statement can be modified when scanning this. As a result, society considers that particular statements are not present on the Commission’s websites, but these actually exist. In this connection, the Commission says that the given shortcomings will be definitively excluded when the electronic statement submission system that is being worked out is implemented.

Given the reorganization of the National Integrity Commission, it was decided to compile a report on the three-year work of the Commission. Thus, the process takes time.

The assertion that the statements of the Commission’s members are not present on its website is not true. The last changes in this regard were made in May 2016 and can be found in the About Us division on cni.md.

On the website avere.md, ADEPT analyzed the income, property and interest statements of 245 public servants. In a news conference, ADEPT executive director Igor Botan said 186 profiles on this webpage belong to incumbent officials, while the rest of the persons were dismissed or left based on their resignations. The analysis consists in comparing the statements of officials starting with 2009 and determining their compliance with the provisions of the law on the declaration and control of incomes and property.
