Nine in ten broadcasters punished for advertisement violations

About 90% of all broadcasters were punished last year for violating the regulation on advertisement. This year, already half of them have been penalized again, according to information presented before Parliament by the head of the Broadcasting Coordinating Council, on Friday, April 4, Info-Prim Neo reports. “We are monitoring this issue because advertisement implies revenues and BCC wants to promote fair competition”, declared BCC chairman Marian Pocaznoi. PLDM parliamentarian Ghenadie Ciobanu said that broadcasting ads without respecting the BCC regulation pointed to how dependent mass media organizations are on economic pressure. “It is something we should be worried about and we should discuss this”, he added. PL legislator Valeriu Munteanu said that BCC should give more consideration to the linguistic and cultural heritage. Most of the movies with Romanian subtitles are dubbed in Russian, instead of being aired in their original language. The MP wants to know whether this violates the law or the broadcasters benefit of more permissive rules. Marian Pocaznoi answered that according to the law, the original soundtrack must be kept. However, most of the movies are bought from Russia, already dubbed, and Moldovan broadcasters have to keep it in order to avoid violating copyright and related rights. Valeriu Munteanu remarked that movies could be bought from Romania as well. In another development, Marian Pocaznoi asked the lawmakers to modify the BCC organization chart by increasing the number of monitors. Currently, there are 5 monitors for 261 broadcasters, which is far from being enough, especially during election campaigns, when it is really hard to monitor all the broadcasters. The institution also needs modern equipment.
