Oleg Efrim invites Albanian Minister of Justice to Chisinau
Minister of Justice Oleg Efrim met in Tirana with his Albanian opposite number Eduard Halimi. The two officials found that Moldova and Albania faced similar problems in the field of justice. Oleg Efrim invited Eduard Halimi to Chisinau in order to strengthen bilateral relations, Info-Prim Neo reports.
The meeting of the two officials took place during Oleg Efrim’s visit in Albania, where he is heading a delegation participating in the regional conference “Selecting, training and appointing judges and prosecutors on South-Eastern Europe: exchange of good practices”.
Oleg Efrim and Eduard Halimi talked about the justice reforms being implemented in the two countries. The former found Albania’s experience interesting for Moldova. One of the main aspects concerned the immunity of judges and other dignitaries. According to the constitutional amendments applied in Albania two months ago, all the members of the Government and of Parliament, as well as all the magistrates, were striped of any immunity.
Oleg Efrim told Halimi that a similar amendment to the legislation on the judiciary, meant to annul the Moldovan judges’ immunity in cases involving corruption, and approved by the Parliament was challenged at the Constitutional Court by the Supreme Justice Court. The Moldovan Minister thinks this proves the system’s internal resistance to any reforms.
The official hopes that the authors of this amendment will have, as did the Albanian authorities, the support of international partners, including a positive answer from the Venice Commission, whose opinion was asked by the Moldovan Constitutional Court.
