Only some get contraceptives even if they are free

The law on mandatory health insurance, which provides for the inclusion of contraceptives in the Package of Basic Benefits, is not implemented in Moldova, the United Nations Population Fund has found. On the other hand, the National Health Insurance Company says that the contraceptives are distributed gratis in Moldova, but only to persons in high-risk groups, who have medical or social problems. In an answer to an inquiry made by Info-Prim Neo, the National Health Insurance Company informed that now all the medically insured persons and the uninsured ones have free access to family planning services. But they can receive contraceptives free of charge only if they form part of risk groups. The risk groups include persons who have health problems that can become worse during pregnancy or delivery and can affect the future child and the persons who are unable to maintain several children. According to the National Health Insurance Company, the inclusion of contraceptives in the Package of Basic Benefits is the prerogative of the Ministry of Health, which works out the health policies. In accordance with the common program, the primary medical assistance includes the family planning services, together with the selection of contraception methods for persons without obstetrical risk and socially-determined diseases, the administration of contraceptives, the placement or removal of the coil, etc. The medical-sanitary institutions that provide primary and specialized ambulatory medical assistance ensure the purchase of medical devices and contraceptives with prolonged effect for persons from medical and social risk groups. Besides the family doctors’ centers, there are 30 youth-friendly centers that receive financing from the National Health Insurance Company. They provide services for all the Moldovans, even if they are medically insured or not. The UNFPA report “State of World Population 2012 - By choice, not by chance: Family planning, human rights and development” says that despite the existence of the national strategy on reproductive health, abortion is still widely used in Moldova as a contraception method. The report authors determined that sometimes women are sterilized by force, without the informed agreement of the woman.
