Parliament votes to found National Public Health Agency

The MPs adopted in the first reading a bill to create the National Public Health Agency. Deputy minister of health Aliona Serbulenco said the new entity will aim to increase the quality of public health services so that these become sustainable and durable, IPN reports.

He noted that the public health system in society is perceived only as system with control duties, but the reform in the field will show that these duties are secondary to the duties to survey public health and treat diseases. In the same connection, Aliona Serbulenko said the essence of the reform is to delimit the policy formulation and policy implementation duties.

Thus, the draft law suggests transferring the control duties to a number of institutions, including the National Public Health Agency. The new entity will take over these duties from the National Public Health Center, the National Health Insurance Company, the Transplant Agency, the Drugs Control Committee and the Agency for Medicines and Medical Devices. The National Public Health Center will be liquidated and all its duties will be transferred to the new Agency. The National Health Management Center will also be liquidated as a legal entity.

Aliona Serbulenco said the National Public Health Agency will include three bodies: State Public Health Inspectorate (with control duties), Public Health Institute (currently National Public Health Center) and the National Council for Health Evaluation and Accreditation.
