Private houses instead of church and playground
The Mayor General of Chisinau Dorin Chirtoaca intends to terminate the lease contract for building a crossing on the plot of land located on Ciocarliei St, which was purchased for a derisory price by Moldconstruct Market SRL, for which the son of the former Communist head of state Oleg Voronin worked.
The mayor said he recently found out that he himself signed the contract for the lease of the plot on which to build the crossing point in 2007. He said that if this fact is confirmed, he will demand that the contract be canceled so as not to leave room for interpretation. According to Chirtoaca, the technical offer for the plot was changed. Related statements were made at Monday's meeting of the Chisinau services and divisions, Info-Prim Neo reports.
The issue started to be discussed after a part of the constructions erected on the plot on Ciocarliei St, which is two hectares in area, were assessed. The street is situated in a luxurious zone of Chisinau, near Valea Morilor Park. The mayor said the acquisition of the land for a price that is at least 10 times lower than the real value was facilitated by the Communist and Christian-Democrat councilors of Chisinau.
Dorin Chirtoaca said the technical offer presented for the plot envisioned the construction of a church, a playground and a shopping center. In reality, there were built three private houses and a four-story building. As the purpose of the plot was modified with the permission of officials of the Architecture Division, the mayor ordered an internal inquiry into the case so as to hold the persons to blame accountable.
Earlier, the press reported that on July 25, 2006, the Chisinau Municipal Council adopted a decision to auction plots of land, including the one located on Ciocarliei St at the initial price of 30 million lei. On August 1, the commission for construction, architecture and financial resources headed by Eduard Smirnov, of the Communist faction, proposed selling the plot for 3 million lei. In the August 3 meeting of the Council, the Communist councilors, who constituted the majority at that time, accepted the proposal. The plot was purchased at an auction by Moldconstruct Market SRL for 4.5 million lei. An are was sold for €1,323 at a time when an are in that zone costs €10,000-20,000. The Prosecutor's Office is investigation the case.
