Public services to undergo reform

The Government has approved a reform program for public service for the years 2012-2015, which provides among other the creation of a registry of public services offered to citizens by state authorities. Existing official documents provide 580 public services. Only 40 of them were considered up-to-date, and have been included to the program unchanged. The others will be modified or excluded, reports Info-Prim Neo. The program is projected for a 4-year period. Over 120 public service are to be revised annually. Premier Vlad Filat stated in this context that, starting January 2014, the Moldovan Government is to become a “paperless government”, with high-quality services available online. The National Participatory Council, which consists of 30 NGO representatives, says in a communique that public authorities need to define not only the functions of elaborating and providing services, but also those of licensing, authorizing, notification, and sanctioning.
