Right to freedom of assembly is largely disrespected in Moldova, civil society representatives say

The leaders of a number of non-governmental organizations announced on Tuesday, April 22, the launch of a project titled “Freedom of assembly as a way of asserting and observing one’s rights to freedom of opinion and freedom of expression in Moldova”, Info-Prim Neo reports. According to Pavel Postica, the lawyer of the public association “Promo Lex”, the right to peaceable assembly in Moldova is frequently violated, which has translated into dozens of legal actions. And this may lead to the Government being punished by the European Court for limiting this right, added Oleg Brega, the leader of the civic association Hyde Park. Sergiu Ostaf, director of “CReDO” NGO, believes that the limitation of the right to assembly is the consequence of gaps in the legislation as well as of the abusive application of specific legal provisions by the law enforcement bodies. The launched project includes, among other, holding of seminars, with the participation of public authorities and police officials, which will address issues like ways of treating persons who wish to publicly express their right to assembly. In addition, there will be published guides on how to ensure the right to hold peaceful assemblies in Moldova, as well as an analytical study on the way in which the freedom of assembly has been observed during one year. The project “Freedom of assembly as a way of asserting and observing one’s rights to freedom of opinion and freedom of expression in Moldova” is a joint effort of the Public Association “Promo Lex”, the Human Rights Resource Center “CReDO” and the “Access-Info” Center. The project will be implemented with the financial support of Soros Foundation Moldova. The Law on Assemblies was published on April 22.
