Right to justice is most often violated human right
The Center for Human Rights said that the right to justice is the most often violated human right. The next rights in the list are the right to a decent standard of living, the right to information and the guaranteed right to life and physical integrity.
Contacted by Info-Prim Neo, ombudsman Anatolie Munteanu, who heads the Center for Human Rights, said that for the first time in the last four years, the number of complaints about the violation of the right to life and physical integrity in Moldova decreased by 146 in the first nine months of this year. Annually, there are recorded about 300 such complaints.
Asked if there are data about the observance of the human rights on the left bank of the Nistru, Anatolie Munteanu said there are statistical data, but not many complaints. Only 12 residents of the Transnistrian region filed complaints to the Center for Human Rights in nine months of this year.
“Most of the cases of human rights violations are recorded in the municipality of Chisinau. But statistics should be also analyzed from the angle of the number of residents, not only of the density of cases of violations. Increased attention on the part of specialized institutions is needed in rural areas as there are no as many state institutions as in the urban areas. Some of the Moldovan villages are unfit for habitation as there is no access to infrastructure and health services there,” said the ombudsman.
The services of ombudspersons are usually used by pensioners, persons with disabilities and from socially deprived groups as well as detainees whose rights are infringed.
Anatolie Munteanu said the ombudspersons are appointed for a five-year period and a person can hold office at most two times. Discussions are now held on naming the ombudspersons for a seven-year period and reducing the number of ombudspersons from four to one and this person would have general competencies.
