Sandbox bill on regulation and testing in energy sector approved

The Cabinet endorsed the draft law on innovative testing spaces in the field of energy regulation, which allows companies in the energy sector to test innovative solutions with derogations from particular provisions of the existing legislation, including in the field of taxation, IPN reports.

Cristina Pereteatcu, secretary of state of the Ministry of Energy, said that the sandboxes will provide a flexible legal framework for research and development, contributing to the optimization of electricity storage and distribution and also to the promotion of renewable energy in the Republic of Moldova. The bill also supports the achievement of the sustainable development goals of the energy sector, such as increasing the volume of investments in the energy efficiency sector, increasing the share of renewable energy in gross final consumption to 27% in 2030, strengthening energy security and achieving climate neutrality by 20250

The innovative testing space will be authorized for a period of no more than seven years, with the possibility of justified extension for a further period of up to five years. The implementation of the projects will be supervised by the Commission for Innovative Testing Spaces in the field of energy regulation, managed by the Government.
