The Șor parliamentary group has registered a bill which aims to abolish the seasonal time change in March and October that takes place annually. Specifically, the bill seeks to switch the local time in Moldova to UTC/GMT +03:00, starting with 2021.
The bill authors point out that on May 26, 2019, the European Parliament voted to abandon the seasonal time change beginning with 2021. Althought the decision of the European Parliament has not yet entered into force due to differences, the intention of EU member states is clear.
The authors added that European countries introduced summer time arrangements during the last century in order to save energy. Studies suggest that energy savings are currently minor, while citizens are increasingly complaining about the negative health effects of the time change. Worldwide, more than half of countries do not use a special summer timetable and do not switch the time.
The authors refer to a 2009 University of Michigan study that shows that the time change results in employees getting about 40 minutes less sleep, which leads to reduced performance and sometimes to workplace accidents. Other adverse effects identified by Swedish, Danish and Dutch researchers include an increased risk of heart attack on the first day after the time change, increased depression and increased suicide rates.
This bill is the first one registered by the Șor Party group in the current legislature; however, it is not a new one. The same proposal was put forward by Șor Party group and "For Moldova" platform members in April 2021.
