Those contributing to water supply systems are advised to demand receipts

The people who raise money for the construction of a water supply system or a gas pipe and don’t issue receipts, or worse, if they don’t sign a contract with the beneficiaries, are actually breaking the law and must be punished for swindling, Alexandru Trubca, senior counselor at the Ministry of Environment, told Info-Prim Neo. When an infrastructure project is initiated with the financial contribution of the locals, there must be an association to act as a legal entity. The association must include an accountant, a lawyer and a director. If they don’t issue receipts for the raised sums, they violate the Law on Accountancy. In this case, the beneficiaries have the right to sue them or complain to the Prosecutor General’s Office. Recently, about 2000 people in Hartopul Mare village, Criuleni district, paid 5,000 lei each for the construction of a water supply system without contracts and receipts.
