Verification of income statements of public functionaries failed, expert

The verification of income statements submitted by public functionaries in Moldova failed, while the legal framework in the field is defective. Such a conclusion was reached by experts of Transparency International – Moldova following a monitoring at ministries and several subordinate institutions, Info-Prim Neo reports. The monitoring was carried out in January – December 2012. TI-Moldova expert Mariana Calughin told a news conference that the best situation as regards the declaration of incomes is at the ICT Ministry, the Ministry of Justice, and the Ministry of Transport and Road Infrastructure, while the worst one at the Ministry of the Environment and the Ministry of the Interior. The number of employees at the Ministry of the Interior is much higher than at other ministries. Thus, this institution is to make increased effort to be sure that all the employees declare their incomes in time. Under the law, the civil servants must submit an income statement when they are employed, and by a statement every year until they work for the state, when they are fired and one year after they are fired. Mariana Calughin said the central public authorities do not make sure that the income statements are presented on employment and on leaving, while a year after the dismissal or leaving the statements are not submitted. Some of the public institutions failed to transmit the statements to the National Integrity Commission, which is the authority responsible for the control of statements. Transparency International Moldova director Lilia Carasciuc said that the National Integrity Commission will have to annually examine over 25,000 statements. Judging by the previous years, this figure can rise to 75,000. The Commission needs an electronic database where to store all the tax returns so as to be able to verify them quickly. Dumitru Florea, head of the Commission’s Incomes and Property Control Division, said they are considering creating a digital database in about a year. Effort is made to verify all the current statements. The Commission will be unable to examine manually the statements submitted the previous years. In the same news conference, there were made public the results of the monitoring of ministries and subordinate institutions as regards the petitions and complaints. Stela Pavlov, expert of the public association “Center for the Analysis and Prevention of Corruption” (CAPC), said that a number of ministries do not appropriately deal with the complaints submitted by people. Among the most receptive institutions are the National Anticorruption Center and the Health Ministry. The Ministry of Culture and the Ministry of Social Protection, Health and Family are the least receptive.
