War between Interior Ministry and Chisinau City Hall is over, Victor Catan
The divergences and the war between the Ministry of the Interior and the Chisinau City Hall has ended. From now on, the Ministry will cooperate with the Chisinau administration in ensuring the public order and combating crime, Minister of the Interior Victor Catan said at Monday's meeting of the City Hall, Info-Prim Neo reports.
The new Minister of the Interior came to the City Hall's meeting on his own initiative. Victor Catan said that he wants to bring the disagreements and the war between the Ministry of the Interior and the local public authorities to an end and improve the relations between the two institutions so as to ensure the public order and fight offenses in Chisinau, where the crime rate is higher. General Catan promised that there will be named a new deputy police commissioner and Municipal Police head, who will act in accordance with the law.
At 9.00, the meeting was interrupted as Mayor General Dorin Chirtoaca, the deputy mayors, the district heads and the mayors of the settlements that form part of the municipality of Chisinau went to a meeting with the Minister of the Interior, the commissioner and vice commissioner of Chisinau, division heads of the Ministry of the Interior and of the General Police Commissariat. Victor Catan reiterated the necessity of improving the relations between the City Hall and the Ministry, stressing that he called the meeting in order to put an end to the war and to identify solutions to the existing problems.
“The community police belong to the local public administration. We should end the conflict and take measures to remedy the situation,” the Minister said. He proposed creating a commission of experts that would clarify all the problems existing between the police and the City Hall and would formulate a working program. At the same time, Victor Catan asked the local authorities to help solve the pressing problems faced by the police stations, the SCUT regiment, the Chisinau Traffic Police.
The minister also said that all the cases of corruption, use of violence and of firearms by police officers will be investigated and the inhuman treatment and torture in the police will be excluded. Under the law, force can be used only when arresting offenders.
For his part, Dorin Chirtoaca said that the relations between the City Hall and the community police have three stages – the past, present and future. The events that happened in the past will be investigated, especially the cases of torture and use of force. At the present stage, the work of the municipal police will be brought in compliance with the law and then the institution will be reformed in accordance with the European principles and standards. “Until legislative amendments are introduced, the relevant divisions can deal with this,” Chirtoaca said.
The meeting was also attended by the Municipal Police head Iacob Gumenita, who has been permanently in conflict with the Mayor of Chisinau.
