Moldovan experts will draft a bill with amendments to the Broadcasting Code, which, according to them, contains many shortcomings. If there are too many amendments, they could be included in a new law on broadcasting, Vasile State, expert of the Electronic Press Association (APEL), told Info-Prim Neo .
The bill will be proposed for public debates. There will be set up a private public council that will include members of the parliamentary commission for culture, education, research, youth, sport and mass media, representatives of the Ministry of Information and Communication Technology, governmental organizations and of other institutions.
The experts consider that the broadcasting regulator - the Broadcasting Coordination Council – did not become an independent institution and a guarantor of the public interest. “During the previous years, the Broadcasting Coordination Council pursued certain interests. We still do not know why the Council granted frequencies to certain stations and what criteria it used,” Vasile State said.
He also said that the broadcasters do not fully observe the Broadcasting Code either because its stipulations are inappropriate or because there is no mechanism for following how the legislation is implemented. The expert said the new bill will contain provisions concerning digitization, the appearance of new information platforms, etc.
“We consider that the communities should be allowed to have their own radio stations and television channels, so-called community broadcasting that is successful in many countries. It serves local communities, reflecting the diversity of their views and needs,” Vasile State said.
The present Broadcasting Code was adopted by the Parliament in 2006.
