Whole government procurement process to take place online

The Cabinet on July 11 approved the technical concept of the automated information system “State Government Procurement Register (MTender)”, IPN reports.

According to Minister of Finance Octavian Armasu, the electronic government procurement diminishes costs by 5% to 30% and increases the coverage of public procurement opportunities, which leads to a rise in the number of bids. MTender will also help make savings for identifying opportunities, printing, logistics and other costs, of 150 lei to 1,200 lei per bidder per government procurement procedure. The process will be much shorter.

The strategy for developing government procurement provides that the whole government procurement process will take place online. The current electronic government procurement system is technologically outdated and does not contain functions required in the process.

Octavian Armasu said MTender will be interconnected with the treasury system and electronic services, such as MConnect, MLog, eFactura, MPass, MPay, MSign and MNotify and will enable to manage online the government procurement process, issuing and circulation of invoices related to the government procurement contracts and making of payments.

MTender has been piloted since January 2017 based on the technical cooperation with the European Bank for Reconstruction and Development.

The given project envisions the creation and implementation of a new electronic government procurement system with funds from the European Commission based on the framework agreement on technical assistance between the Government of Moldova and the Commission of European Communities.
