Working group for managing arrest of persons with mental disorders

The Ministry of Justice created an inter-institutional working group for designing legal mechanisms and adjusting the regulations concerning the prosecution of persons with mental disorders. The group consists of representatives of a number of state institutions, IPN reports, with reference to a press release of the Ministry.

The working group had a meeting on November 9. Among the key subjects discussed was the necessity of hospitalizing all the persons with mental disabilities when these are in remand detention and creating a specially adjusted section for these persons at the Psychiatrist Hospital in Chisinau and subjecting them to psychiatric assessment there.

Secretary general of state at the Ministry of Justice Anatolie Munteanu reiterated the interest and commitment to adjusting the national legislation to the human rights standards of other countries.

Specialists will work out a cooperation agreement to ensure proper communication between the state institutions. This way, the persons with mental disorders will be treated appropriately while they are under investigation and prosecution.

The working group includes representatives of the Ministry of Justice, the Department of Penitentiary Institutions, the Prosecutor General’s Office, the Ombudsman’s Office, the Ministry of the Interior and the Ministry of Health, Labor and Social Protection.
