A number of foreign NGOs performed activities contrary to Moldova’s laws

There were not one, but several foreign NGOs that carried out activities that can be classed as contrary to Moldova’s laws and as inference in the internal affairs of the Republic of Moldova. There are also elements of illegal financing of political organizations and politicians. Besides the group of NGOs formed around the Foundation “Open Dialog”, the collected information points also to the possible involvement of a number of companies in this case, the parliamentary commission of inquiry for elucidating the circumstances of the possible interference by the Foundation “Otwarty Dialog” (“Open Dialogue”) and its founder Ludmila Kozlowska in the internal affairs of the Republic of Moldova ascertained after the first hearings held on November 2, IPN reports.

The first hearings involved representatives of the Security and Intelligence Service, the Ministry of the Interior, the Money Laundering Prevention and Combating Service, the Prosecutor General’s Office and the Central Election Commission. According to the Parliament’s press service, the Prosecutor General’s Office provided written information and specified that the law bans prosecutors from attending such hearings.

The hearings were held behind closed doors given the confidentiality of the information provided by state institutions of Moldova and institutions from abroad. The commission will analyze the received answers and will include them in its final report.

The next hearings will involve representatives of organizations mentioned in the information furnished by the institutions and also of civil society.

The commission only collects and analyzes information and formulates recommendations and does not have legal duties. Its final report will be presented to Parliament and public opinion will be informed in detail about the results of the parliamentary inquiry.

A group of Democratic MPs sent letters to a number of state institutions, seeking investigations into the possible activities against the Republic of Moldova staged by Ludmila Kozlowska, who holds Russian and Ukrainian nationalities and who was recently expelled from Poland and the EU for links with the Russian intelligence services, and of the Foundation “Otwarty Dialog”, and into the ties of the Foundation and its founder with the parties PAS and PPDA, including possible aspects of illegal financing or provision of benefits to the given parties.
