The period by which the analysis of the electoral legislation based on which the Chisinau early mayoral elections were invalidated was to be completed expired on October 31. The Parliament’s commission for appointments and immunities was to present its conclusions and proposals, including for improving the relevant normative framework so as to ensure the integrity of the electoral process and to consolidate the electoral rights of the citizens of the Republic of Moldova.

The commission’s deputy head Anatolie Zagorodnyi has told IPN that the set time limits were respected. The commission today examined the report and will present it to the legislature’s Standing Bureau and later in Parliament, possibly in the November 1 sitting. The report contains findings, conclusions and recommendations and was distributed to the MPs.

A decision on the analysis of the electoral legislation based on which the Chisinau early mayoral elections were invalidated was adopted by Parliament on July 12. Then, the opposition MPs criticized the bill, saying this is a method of misleading the people and the development partners.

On June 19, the Centru branch of the Chisinau City Hall decided to not validate the result of the early mayoral elections held in the municipality of Chisinau. In its argued decision, the Court held that both Andrei Năstase and his opponent Ion Ceban campaigned on the election day, but the Election Code bans this. Both of the candidates, through livestreaming in the social media, called on the voters to go to the polling places and cast their votes. Even if they didn’t say who the people should vote for, the Court decided that these actions had a significant impact on the voters’ option. The Chisinau Appeals Court and the Supreme Court of Justice upheld the decision of the first court. Andrei Năstase’s supporters mounted a number of protests.
