Andrian Candu: CC’s decision does not suspend Igor Dodon

Speaker of Parliament Andrian Candu told the press on October 18 that the Constitutional Court’s decision of October 17 does not suspend President Igor Dodon from his post. It is just a decision that interprets a situation of institutional blockade – the President’s refusal to name a candidate for minister, IPN reports.

Andrian Candu said the Code of Constitutional Case Law clearly stipulates the mechanism for requesting the CC to determine the circumstances when the Speaker or the Prime Minister should hold the presidency on an interim basis, when a minister is named and sworn in.

“It is regrettable that some started to speculate yesterday without waiting for the decision to be published so as to read it. I regret the statements made by President Igor Dodon, who, probably without consulting specialists, appeared in public and made statements accusing the Constitutional Court, which I consider are beyond limits. I regret that he had this emotional outburst. We should be wise and analyze things almly and then act one way or another” stated Andrian Candu.

He noted that specialists are now working on the mechanism for notifying the CC of the initiation of the procedure for declaring the post of President vacant on an interim basis and the Court will issue a notice to ascertain the necessity of holding the post on an interim basis and will name the functionary who will hold this post on an interim basis and this official will sign the decree to appoint the minister of defense.

Andrian Candu added that the suspension of President Dodon from post is related to the political dimension and any suspension of the kind is done by referendum, which implies an election campaign. At this stage, the state cannot assume such costs.
