“Antimafie” Movement: Banking system of Moldova is close to collapse

The leader of the Political Party “People’s Movement Antimafie” Sergiu Mocanu said the banking system of Moldova is on the verge of collapse and the non-signing of an agreement with the International Monetary Fund forms part of a plan of the first deputy chairman of the Democratic Party (PDM) Vlad Plahotniuc, who intentionally hampers the signing of an accord.

In a news conference at IPN on February 16, Sergiu Mocanu said Vlad Plahotniuc has impeded the coming of an IMF mission to Moldova starting with September 2015, after the voting in of the Strelet Government. There were chances to sign an agreement with the IMF then and this decided to thus withdraw Dorin Dragutanu from the post of governor of the National Bank of Moldova.

Sergiu Mocanu said the three banks that are under special supervision – Moldova Agroindbank, Moldinconbank and Victoriabank – have a financial gap comparable to that of the defrauded banks, according to external estimates. “Now they purchase the securities and debts of Moldovan economic entities to these banks with money whose origin is unclear,” he said. According to him, some of the economic entities agree to have their securities and debts to the three banks purchased at prices that are three or four times lower.

Sergiu Mocanu said that Vlad Plahotniuc pursues the goal of obtaining a higher value for the bought securities and debts when an agreement is signed with the IMF so as to sell them at much higher prices when European capital enters the Moldovan market.

According to Mocanu, the first deputy chairman of the PDM, amid the protests staged during the last half a year, earned another several tens of millions of euros by hampering the signing of an accord with the IMF. In the period, Vlad Plahotniuc purchased securities and debts of a number of economic entities, with the movie theater “Patria” also becoming his property. Most probably, the pensions and salaries will be paid, but no investments will be made at local level so that Vlad Plahotniuc could continue to buy debts and securities at low prices.

The leader of “Antimafie” Movement considers that the first deputy chairman of the PDM finds it increasingly difficult to compete with the Russian speculative capital that enters Moldova. Therefore, this needed the post of Prime Minister.

Sergiu Mocanualso said that Igor Dodon and Renato Usatyi are the only politicians with whom Vlad Plahotniuc competes and also cooperates. The Socialists’ leader ‘strangled’ the protest movement of the right by embracing it. Now a protest of the forces of the right is no longer possible. By allowing the protest movement to unify, particular leaders of civil society lost any possibility of negotiating the implementation of the Association Agreement between the EU and Moldova during an appropriate period of time with the external partners.
