A number of civil society representatives called on the authorities to institute a national commission for controlling the banking system. The call was made in a news conference on February 20, Info-Prim Neo reports. Jurist Iulia Deliu, head of the Foundation “Dreptul si Democratia” (“Law and Democracy”), said that during many years she has informed the inspection bodies and the country’s administration about a series of violations at Mobiasbanca. According to her, a raider attack will take place at this bank. The price of shares was diminished intentionally and the minority shareholders haven’t received dividends for 10 years. The jurist also said that the bank hasn’t paid income taxes for 14 years. The minority shareholders were informed by the bank’s administration that the institution signed agreements with the Main State Tax Inspectorate so that it does not pay income taxes, but invest the money in the development of services. But it also pledged not to pay dividends to shareholders. Iulia Deliu stated that after the National Bank of Moldova carried out an inspection at Mobiasbanca in 2010 and identified a number of illegalities, including dubious and risky operations and violation of the legislation on the prevention and combating of money laundering. Iulia Deliu, the chairman of Tiras-Tighina Association Anatol Caraman and the chairman of Justete Association Alexandru Banari said the inspection bodies do not have an interest in investigating the situation at this bank because it is protected by high-ranking officials. The civil society representatives said the control commission should include not only lawmakers and representatives of the Government, but also members of nongovernmental associations and minority shareholders of banks. They called upon Prime Minister Vlad Filat to take steps to prevent raider attacks on banks and to show society that they fight the appropriation of people’s property.
