Chisinau hosts meeting of Economic Commission of Regional Commonwealth of Communications
Issues related to the liberalization of the telecommunication market, privatization of telecommunication companies and postal services form the key part of the discussions during the 25th meeting of the Economic Commission of the Regional Commonwealth in the field of Communications, taking place in Chisinau during April 7 and 8, Info-Prim Neo reports.
“All these issues, or more exactly, the way in which they are handled in the 12 member countries of the Regional Commonwealth in the field of Communications, are of great interest to us. All the more since experts have joined us from outside the CIS space, including from the EU”, said Moldovan Minister of Information and Communication Technology Alexandru Oleinic.
Oleinic has said the meeting is going to produce a methodology on the assessment of the levels of e-government in the RCC member countries .
“Currently the e-government performance levels are assessed based on the UN's Readiness Index, according to which Moldova places rather low. But the data used in computing those rankings are as old as from 2006, whereas our country has made solid progress in the area of ICT in the last few years. If we develop such a methodology, we'll be able to apply it as soon as we get the statistics and subsequently shape governmental policies taking into account the results”, said the minister.
Nurudin Mukhitdinov, director general of the RCC's Executive Committee, said the responsibilities of the Economic Commission are to develop recommendations concerning cooperation in the field of pricing policies, reciprocal settlement for the provided communication services, and improvement of the debt settlement discipline. These recommendations are then submitted for consideration to the ITC agencies in the member countries.
The Regional Commonwealth in the field of Communications (RCC) was established in 1991 in Moscow. Its Ecomomic Commission, established in 1993, meets twice a year to create favorable conditions for the settlement of economic issues in the ITC area.
