Energocom and Moldelectrica granted status of fiscal monopoly

The joint stock company Energocom and the state-owned enterprise Moldelectrica were given the status of fiscal monopoly for the period until December 31, 2025. A decision in this regard was taken by the Cabinet, IPN reports.

“The status of fiscal monopoly is granted in order to ensure the energy security of the Republic of Moldova, to prevent situations of instability on the electricity market, characterized by the lack of competitive offers regarding the purchase of electricity at an affordable price, including after the resumption of electricity purchases based on the electricity procurement procedure stipulated by the electricity market rules, based on the organization of tender contests,” reads the draft decision.

The entire amount of electricity that is produced by MGRES and is intended for consumption on the right bank of the Nistru is purchased only Energocom through direct negotiations and is subsequently resold to electricity market participants, including system operators. On the electricity market, only Moldelectrica has the right to purchase balancing services and balancing electricity from MGRES, in order to offset the deviations from the programmed values of electricity production or consumption in the national electricity system, as well as to solve internal congestions.
