Executive is worst affected by corruption, analysts
The Center for Combating Corruption and Economic Crime (CCCEC) must be transferred under the Parliament’s administration, as experts of the European Union recommended, consider analysts and specialists in the field. The advantages and disadvantages of the reform of the Center were discussed in the Program “Fabrika” on Publika TV channel on Wednesday evening, Info-Prim Neo reports.
Political analyst Igor Botan believes the proposal to transfer the CCCEC under the Parliament’s administration is very good, especially because it is a recommendation made by EU experts. “The executive is the worst affected by corruption. We give those who should be monitored the right to name the Center’s head,” he stated.
“Our country has commitments towards the European Union and this reform is one of them. If the CCCEC is administered by Parliament, it will be as legitimate as the Government and it will be much easier to monitor the rulers,” said former Deputy Minister of Justice Nicolae Esanu.
“This reform must have a positive outcome, but we must be aware that in certain circumstances it can worsen the corruption situation in Moldova,” said the expert of the Center for the Analysis and Prevention of Corruption Marina Kalughin
“It is best to place the Center under the legislature’s control as Parliament is the only place where the opposition has access. The opposition’s eye is the most watchful one when it is about corruption,” stated anticorruption expert of the Association for Participatory Democracy ADEPT Cristina Cojocaru.
It was also stressed that the head of the CCCEC should be named by public contest, while every employee should enjoy independence in the examination of cases as the institution’s productivity will be ultimately higher and its monopolization will be avoided.
The CCCEC is a law enforcement body dealing with the combating of economic, financial and fiscal offenses and corruption. It is now managed by the Government.
