Experts of the independent think tank “Expert-Grup” identified a number of irregularities in the process of holding the tender contest to choose the contractor and in the construction of the access road to Humulesti village of Chisinau municipality. Specialists of the think tank who analyzed the documents on public procurement ascertained major risks of contest fixing, IPN reports.
Expert Iurie Morcotylo told a news conference that the works started in 2013, when the decision to build that road segment was taken. “Humulesti village has 230 inhabitants. The General Public Transport and Communications Division of the City Hall provided no explanations why namely that road segment had to be built. Initially, the intent announcement said the construction works will cost 6.7 million lei, while the purchase plan, which wasn’t published in the Public Procurement Bulletin, indicated a thrice higher figure,” he stated.
The experts determined that the process of identifying the capital works priorities in the municipality of Chisinau is not transparent at a time when there is no well-defined program to specify the main communication ways for capital construction and reconstruction.
As regards the tender contest, “Expert – Grup” established that the announcement to assign the contract wasn’t published and this is a violation of the legislation. A series of irregularities were identified in the contract assignment process, pointing to a possible secret agreement. Thus, of the three bidders, “Lincons” SRL and SA “Edilitate” were disqualified, while ICS “Utiltrans Construct” that remained in the contest became the winner even if it offered the highest price and didn’t present all the necessary documents.
Associated expert Andrei Ababii said the succession of building works on the 6 km road that is 7 m wide is not respected, while the quality of the paving, asphalting and other works leaves to be desired.
In the immediate period, “Expert-Grup” will regularly publish the results of the monitoring of the process of repairing and building a number of roads in the municipality of Chisinau, including the streets Stefan cel Mare, Negruzzi and Alecu Russo.
