The measures taken by the Government to maintain sustainable economic
growth and the planned measures generate negative effects in a number of
areas. Thus, the fiscal and customs polices for 2012 must be analyzed
profoundly, Corneliu Gurin, a member of the Democratic Action Party
(PAD), said in a news conference on August 19, quoted by Info-Prim Neo.
According to Corneliu Gurin, the intentions and mechanisms proposed by
the Government in the draft fiscal and customs policies for 2012 do not
contain efficient measures aimed at solving the problems that appeared
earlier, including in 2010-2012. “Namely the previous measures and those
promoted at present can destabilize the financial and economic situation
of the economic entities and different groups of taxpayers who fulfill
honestly their obligations towards the state and society,” he said.
He also said that consumer prices in 2010 increased by 8.1% compared
with 2009 and the state debt is on the rise. The total state debt
administered by the Government was about 19 billion lei at the end of
June, up 5.5% compared with the same period of 2010. The rise in the
state debt is mainly due to the absence of budget support,” said
Corneliu Gurin.
PAD considers that the fiscal and customs policies for 2012 need to be
thoroughly analyzed at broad public debates. In another development,
economic analyst Viorel Chivriga, a member of PAD, said the party pleads
for ensuring continuity in implementing fiscal policies so as to reduce
the pressure exerted on businesses and maintain the rules of the game
set for economic entities earlier.
“We consider that measures to facilitate economic activity should be
kept by maintaining the concessions stipulated in Article 49 of the Tax
Code. Under them, certain economic entities are exempted from paying the
income tax during three fiscal periods, while the scientific and
innovatory organizations are exempted from paying the income tax if they
use the given sum to finance projects in science and innovation,” said
Viorel Chivriga.
He also said that the VAT on sugar should be maintained at the present
rate as the rise to 20% will have negative effects on the sugar
production sector. They also proposed maintaining individual tax
concessions for the organziations and companies of the blind, deaf and
invalids and maintaining the current taxation system for holders of the
entrepreneur’s patent.
The proposals formulated by the PAD are aimed at maintaining the prices
stable, promoting balanced budgetary-fiscal polices by prudently
managing the state debt and reducing the fiscal pressure on economy and
extending access to financing.
