More than two years into its installation, four ministries in the Second Filat Government – of Justice, of Economy, of Finance and of Labor – are still without a deputy minister each, and political analyst Viorel Cibotaru attributes this to arguments within the ruling Eurointegration Alliance. The analyst thinks that if these conflicts are not resolved, the posts could remain vacant until the Government's term expires. “There isn't yet an agreement within the Alliance concerning posts, candidates and, in general, representation according to party criteria. It's an issue the Alliance has, which is less visible, or more precisely, totally non-transparent. It's of course an unpleasant issue which affects to a certain extent the efficiency of decision-making in these ministries, but the situation is not critical. Because when someone is missing, it's certain that someone else is there to assume the responsibilities: be it the minister or a division head with similar responsibilities”, said the analyst. This situation, says Viorel Cibotaru, offers an opportunity to criticize the Government. “These appointments should have been made from the very beginning. If they weren't made, it means that some are unwilling to yield, that there are obscure interests and unfair competition. Some are trying to have a relative take the post, and others won't let them or claim another post in exchange. A problem that wasn't settled in the beginning today creates tensions”. Viorel Cibotaru thinks that these issues should be resolved all at once, otherwise they will remain like an ulcer in the Alliance. At present, the Ministry of Justice has one deputy minister instead of two, and the Ministry of Finance, of Economy and of Labor two instead of three. Also, the Ministry of Health remained without a deputy minister with the dismissal of Mihai Magdei, and the Ministry of Communications lost deputy minister Dorin Recean after he was promoted to the post of Interior Minister.
