There aren’t enough funds for the implementation of the National Action Plan on Human Rights for 2011-2014, stated Deputy Minister of Justice Vladimir Grosu at a meeting of the commission for the Plan’s implementation, Info-Prim Neo reports.
According to the Deputy Minister, only 24 actions of the Plan’s 242 have financial coverage. 36 other actions will be implemented in partnership with foreign institutions, which will provide technical and financial support.
Vladimir Grosu says that 74% of actions don’t have concrete financial coverage and it’s hard to predict the developments. “I explained that this wasn’t a problem yet, but if we want to prevent it and to avoid having to implement various actions without funds, we must find them. Otherwise, the document will remain only on paper, a fictive plan, that is”, stated the Deputy Minister of Justice.
Deputy Prime Minister Mihai Moldovanu, who also heads the implementation commission, said that the Ministers would look to obtain fund through various partners or projects.
The commission decided that an inter-ministry work group would be created with the participation of the Ministry of Finance and of other institutions involved the implementation of concrete actions. This group will search solutions for funding.
The Action Plan is a document of short-term policies designed to obtain medium or long-term results. The Plan is meant to produce positive changes in the field of human rights. The proposed actions refer to domains like the prevention and fight against discrimination, promoting and defending human rights in the Transnistrian region and the rights of stateless people, of migrants, of refugees and asylum seekers.
