The Alliance for European Integration exists by inertia and government in such a serious form cannot last long. It needs to be re-formed. The presidential elections are a major test. If the head of state is elected by the votes of the AEI, the alliance still have chances to govern for another three years, considers political analyst Roman Mihaes.
According to him, after a year of government the AEI-2 is split and the ‘concrete’ cracked in several places. The PLDM caused arguments inside the AEI, being dissatisfied with the way the powers were distributed in accordance with the constitution agreement, while the other two components – the PL and PDM – defend themselves and counterattack. “This consumes much energy, causes damage to the governance and spoils the alliance’s image among the voters. The member parties of the AEI started to openly obstruct each other through the affiliated media outlets,” said the analyst.
Roman Mihaes stated that on July 12 Prime Minister Vlad Filat harshly attacked the AEI and his own Cabinet when attempting to prepare public opinion for a subsequent coalition with the PCRM. On October 13, there was witnessed the first joint act in Parliament, when the PLDM and PCRM dismissed the head of the Security and Information Service and tried to discharge the prosecutor general. “But an alliance between the PLDM and PCRM wasn’t formed for different reasons. However, the alliance partners’ trust in the PLDM disappeared and this is a serious problem,” he said.
The analyst believes that the wish to enjoy the benefits of governance keeps the AEI parties together. “If the head of state is not elected by the votes of the components of the AEI, this alliance will disappear,” he stated.
The political affairs are mainly secret and the people know only the official part and what the politicians want them to know, said Roman Mihaes. “The AEI’s unwritten rules include the fact that the posts were primarily distributed according to political and loyalty criteria, while some of them were even sold, as they say. This was probably the greatest secret of the AEI, which became yet known,” he said.
As to the reconstitution agreement signed by the components of the AEI a year ago, Roman Mihaes said not everything goes according to the government program. The government’s activity should be assessed lucidly and professionally and several things must be repaired immediately. The AEI needs to be re-formed and modernized and this must be done as soon as possible.
Roman Mihaes said the coalition government is the most democratic form of government, when the parties are democratic, mature and experienced and have technocrats for all the areas of activity. “Only if the Constitution is amended and there is a presidential regime, will the President be able to impose one ruling political force. Now yet, Moldova must govern by coalition and the mechanisms for governing in concert must be improved,” said the analyst.
