The Party of Socialists’ candidate Ion Ceban said that when he is elected mayor of Chisinau, he will order to carry out an audit at all the divisions and enterprises managed by the City Hall and will then work out a new organogram. In his electoral program, the candidate says all the municipal functionaries suspected of corruption will be examined by the competent bodies and these will be suspended for the period of the investigation or dismissed, IPN reports.

Ion Ceban promises to implement a new organizational structure that will be more efficient. According to him, each division of the City Hall will be obliged to publish working plans and to publicly report on their implementation at least once a month or at the end of each stage. All the decisions at the City Hall will be adopted transparently. These will be published on the institution’s website and on informative boards. The functionality of the City Hall’s website will be reviewed. Information will be posted in three languages: official, Russian and English. All the transcripts of the meetings of the Municipal Council that are kept by the secretariat will be published online together with the video archives. All the current and archive documents of the City Hall will be digitized and included in a common online archive on the City Hall’s website.

The Socialist candidate promises to initiate the creation of a common center of municipal services that will work by the one-stop shop principle. A person who would submit an application to the City Hall or the district head’s office could follow its path within the divisions. Time limits for the examination of each petition and application will be imposed.

According to Ion Ceban, the most important social problems will be solved in close coordination with civil society. By the start of this October, expert councils will be constituted to deal with different areas of activity in Chisinau. Meetings with locals will be held each month and these will involve the mayor of Chisinau, district heads and mayors of suburban localities.

The Socialist candidate’s program also says that competent managers will be named to control the fulfillment of the budget on time and in an appropriate way. The functionaries to blame for the non-fulfillment of the budget or the delayed fulfillment of this will be fired. Reports on the implementation of budgets by each division of the City Hall will be provided regularly and the information will be public.
