Liberals propose castration penalty for rapists
Liberal MP Valeriu Munteanu has submitted a legislative proposal to the Parliament's Standing Committee suggesting that rapists, particularly pedophile sex offenders, should face a penalty of chemical castration. The measure, according to the lawmaker, will thwart sex offenses, the Liberal Party announced in a press release.
Under the initiative, castration should be mandatory in case of sex offenses against children and left to the discretion of courts in other cases involving sex offenses.
In chemical castration, a special medicine is administrated to the subject which is supposed to irreversibly inhibit his libido. The offender should receive the penalty within three months from the sentence in special medical institutions.
Official statistics show that in the last five years 15 persons have been convicted for repeating sex offenses against minors.
Evidence cited by the Liberal lawmaker suggests that, regardless of administrated standard treatments, a pedophile is very likely to relapse within two years after being released from prison.
In Germany, benevolent chemical castration of pedophile sex offenders has resulted in a reduction in relapse rates from 84% to 3%.
