Moldova improved justice transparency and efficiency, CoE project manager

After 4 years of implementing the Common Programme of the European Commission and the Council of Europe for improving justice independence, transparency and efficiency in Moldova, significant reforms happened in the judiciary. Moldova achieved remarkable results in completing the Programme goals pursuant to Council of Europe’s recommendations and the rule of law. At least, this is Clemantina Barbaro’s regard, project manager within the Council of Europe, Info-Prim Neo reports. During a work meeting, Clemantina Barbaro mentioned that Moldova, as well as other European countries, still had a lot of work to do to reach European legal assistance standards. The Common Programme included projects to consolidate the institutional capacity of the Ministry of Justice, Magistrates’ Superior Council, and to reform the Bar and the Prosecution Office. Besides, the National Institute of Justice was founded and a case-law database was created. Nevertheless, justice reforms require, first of all, a change of mentality, according to Rodica Secrieru, Ministry of Justice representative. Until 2012, Moldova will have new projects regarding the financial support of the judiciary. The Common Programme of the European Commission and the Council of Europe for improving justice independence, transparency and efficiency in Moldova was implemented between October 2006 and June 2010 and had a budget of 3.3 million euros. It was 90% funded by the European Union and co-funded and implemented by the Council of Europe.
