MPs ask Premier to stop effect of health minister’s orders

The members of the Parliament’s commission on social protection, health and family addressed a letter to Prime Minister Vlad Filat, asking that he stop the effect of the orders made by Health Minister Andrei Usatyi to reform the health system. The lawmakers say the reform can be done only by laws adopted by Parliament, not by orders of a minister. The reforming measures promoted by the Health Ministry aroused controversial discussions and misunderstandings in society. Therefore, the commission warns that the national health and pharmaceutical system is reorganized based on the Law on Health Protection, which says that the legislative body reorganizes the national health system and the medicines and pharmaceutical sectors by laws,” reads the letter. The lawmakers demand presenting the strategy for reforming and reorganizing the health system in Parliament. They said the strategy must contain clear goals and objectives, actions and measures, implementation terms and stages, and financial arguments. The commission also asks presenting the organizational structure of the health system, including the organigram of the Health Ministry and the public medical-sanitary institutions managed by it. The commission commits itself to examining the strategy as a matter of urgency and to contributing to implementing the reforms in the filed, in accordance with the law. The letter was signed by 9 of the 11 members of the commission. The orders caused controversy as to the institution of common administrative management for a number of hospitals.
