Parliament endorses Anticorruption Center reform

The bill on the reformation of the Center for Combating Economic Crimes and Corruption, renamed to the National Anticorruption Center, was adopted today in two readings in Parliament, Info-Prim Neo reports. Justice Minister Oleg Efrim noted the bill aimed to enhance the Center's independence by changing the procedures of appointing and removing its leadership, which would make it less dependent on political fluctuations. The Center's director will be appointed by a parliamentary majority from a list of candidates preselected by the Parliament's Legal Commission. The Center's officers will undergo integrity tests to identify corruption risks and discourage corrupt behavior. The provision on the nationality of the director sparked some argument in Parliament. Liberal Oleg Bodrug said the director should be allowed to have multiple nationality, while Democrat Dumitru Diacov argued the post should be open only to those holding exclusively the nationality of Moldova. Finally, Minister Oleg Efrim clarified the situation, saying that the director of the Anticorruption Center wasn't among the list of public offices barred from multiple nationality. The reformation of the Anticorruption Center is part of Moldova's commitments in the visa liberalization dialogue with the European Union.
